MINOR: ssl: Add new aes_cbc_enc/_dec converters

Those converters allow to encrypt or decrypt data with AES in Cipher
Block Chaining mode. They work the same way as the already existing
aes_gcm_enc/_dec ones apart from the AEAD tag notion which is not
supported in CBC mode.
