basenc: fix stripping of '=' chars in some encodings

* src/basenc.c (do_decode): With -i ensure we strip '=' chars
if there is no padding for the chosen encoding.
* tests/basenc/basenc.pl: Add a test case.
* NEWS: Mention the bug fix.
