maint: move selinux-at module from gl/ to gnulib

* gl/lib/selinux-at.c: Remove file.
* gl/lib/selinux-at.h: Likewise.
* gl/modules/selinux-at: Likewise.
* gnulib: update to latest, to get the new module.
