gettext-runtime: Provide helper script to build against uninstalled binaries.

* gettext-runtime/uninstalled-config.sh.in: New file.
* gettext-runtime/configure.ac: New variable ENABLE_SHARED. Generate
uninstalled-config.sh at configure time.
