mtr v0.69

 - make distclean should now also remove "rej" files.
 - Antonio Querubin: update getopt.h . More cleanups using new
   infrastructure.
 - rcw: Fixed IPV6 support: When compiled in an IPV6-supporting
   environment, but when the kernel doesn't support IPV6, mtr would
   fail to start.
