Canary-Stability: Needed for building Convert-UUlib since version 1.5

- Install Canary-Stability-2013
   Required to build Convert-UUlib since version 1.5 (2015)
- Create rootfile
- Canary::Stability - canary to check perl compatibility for schmorp's
    modules
