drm/msm: stop supporting no-IOMMU configuration

drm/msm: stop supporting no-IOMMU configuration

With the switch to GPUVM the msm driver no longer supports the no-IOMMU
configurations (even without the actual GPU). Return an error in case we
face the lack of the IOMMU.
