libgrep: Modernize.

* gettext-tools/libgrep/m-fgrep.c: Include <wchar.h> unconditionally. Assume
mbrlen function, by virtue of the gnulib module 'mbrlen'. Don't include
<wctype.h>. Assume ANSI C.
