ld: Limit PR ld/25617 tests to glibc targets

Since PR ld/25617 tests expects glibc specific features, limit PR ld/25617
tests to glibc targets.

PR ld/33169
* testsuite/ld-elf/no-section-header.exp: Return if not glibc
targets.
