.github: New PR Submit workflows

The workflows that get triggered when PRs are submitted or updated
have been replaced with ones that are more secure and have
a higher level of parallelism.
.github/workflows/PRSubmitActions.yml [new file with mode: 0644] blob
.github/workflows/PRSubmitTests.yml [new file with mode: 0644] blob
