* Makefile.in ($(LIBNETTLE_FORLINK)): Always create a .lib symlink
to the library file. Use LN_S.
($(LIBHOGWEED_FORLINK)): Likewise.

* configure.ac: Use AC_PROG_LN_S.
* config.make.in (LN_S): New substitution.
