BUG/MINOR: shctx: Remove old HA_SPIN_INIT

The shctx lock was changed from a SPINLOCK to a RWLOCK in commit ed35b94
"MEDIUM: cache: Switch shctx spinlock to rwlock and restrict its scope"
but a SPIN_INIT was left behind.

This patch does not need to be backported.
