RISC-V: KVM: Allow Zca, Zcf, Zcd and Zcb extensions for Guest/VM

Extend the KVM ISA extension ONE_REG interface to allow KVM user space
to detect and enable Zca, Zcf, Zcd and Zcb extensions for Guest/VM.
