tests: Don't sleep in run-debuginfod-find.sh, but wait till ready.

Wait for the debuginfod server to finish and use the metrics to see
when a server is ready for the next test instead of sleeping. Also
remove DEBUGINFOD_TEST_WEBAPI_SLEEP.
