stdbit-h: Port to Intel icpx C++ compiler.

* lib/stdbit.in.h: With the Intel icpx C++ compiler, include <stddef.h>
and <stdint.h>, and define the __STDC_ENDIAN_* macros.
* doc/posix-headers/stdbit.texi: Document the Intel icpx bug.
