Eliminate gdb_is_target_remote / gdb_is_target_native & friends

After the previous patches, gdb_is_target_remote,
gdb_is_target_native, and mi_is_target_remote aren't used anywhere.
This commit eliminates them, along with now unnecessary helpers.
