stat,tail: improve support for hostfs and smackfs

hostfs is provided by the Linux UML subsystem.
smackfs is provided by the Linux Smack security module.

* src/stat.c (human_fstype): Add new file system ID definitions.
* NEWS: Mention the improvement, and adjust for the fact that
SNFS is a remote file system.
