xfs: make last AG grow/shrink perag centric

Source kernel commit: c6aee2481419b638a5257adbd3ffd33b11c59fa8

Because the perag must exist for these operations, look it up as
part of the common shrink operations and pass it instead of the
mount/agno pair.
