Remove cppcheck 2.0 false positive workarounds

The cppcheck bug which commit 481fa34e50a6183273f71175adf93bfb12cad1e9
works around was fixed in cppcheck 2.2.  Drop the relevant hack from the
definition of the cppcheck GitLab CI job.
