xgettext: In language Shell, avoid a crash.

* gettext-tools/src/x-sh.c (phase1_pushback): Increase size by 1.
* gettext-tools/tests/xgettext-sh-8: New file.
* gettext-tools/tests/Makefile.am (TESTS): Add it.
