staging: rtl8723bs: remove unused DBG_XMIT_BUF and DBG_XMIT_BUF_EXT code

Remove the DBG_XMIT_BUF and DBG_XMIT_BUF_EXT code since it is
not used as the macros are not defined anywhere.
