doc: Fix title markup for AT TIME ZONE and AT LOCAL

The title for AT TIME ZONE and AT LOCAL was accidentally wrapping the
"and" in the <literal> tag.  Backpatch to v17 where it was introduced
in 97957fdbaa42.
