c++: tweak testcase for --stds=impcx

Implicit constexpr makes the use of x disappear, avoiding the exposure and
thus the diagnostic.

gcc/testsuite/ChangeLog:

* g++.dg/modules/internal-17_b.C: Add -fno-implicit-constexpr.
