BUILD: ssl: replace USE_OPENSSL_AWSLC by OPENSSL_IS_AWSLC

Replace USE_OPENSSL_AWSLC by OPENSSL_IS_AWSLC in the code source, so we
won't need to set USE_OPENSSL_AWSLC in the Makefile on the long term.
