Fix SQUID-MIB smilint errors (#1020)

- Reorganized cachePeerTable and related objects to fix
  smilint errors which prevent importing the MIB in compilers
  with more strict validation (e.g. MGsoft).

- Import of Unsigned32 from SNMPv2-SMI was removed as it was
  not being used.

- Improved formatting consistency.
