tests: rm: avoid usually skipped non root test

* tests/rm/fail-eperm.xpl: Remove this usually skipped non-root test.
* tests/rm/fail-2eperm.sh: Add the test to this root test instead.
* tests/local.mk: Remove the reference to *.xpl.
