libtoolize: order pkgltdl_files to avoid reconfiguration.

* Makefile.am (pkgltdl_files): aclocal.m4 depends on
configure.ac, and will cause spurious reconfiguration of freshly
`libtoolize --ltdl' tree if we don't ensure configure.ac is the
older of these two files.
* tests/libtoolize.at: Adjust expout order to match.
