rec: Update JavaScript libraries used in the web dashboard

This updates:
- `handlebars` from 4.0.11 to 4.7.8
- `moment` from 2.29.3 to 2.30.1
- `rickshaw` from ? to 1.7.0

`d3` is not updated because recent versions are not supported by `rickshaw`.
