airoha: fix scuclk node for an7581

Add missing syscon compatible for scuclk node.
Fix the unit-address of the scuclk node.
This fixes the pcs driver error:

airoha-pcs 1fa08000.pcs: probe with driver airoha-pcs failed with error -22
airoha-pcs 1fa09000.pcs: probe with driver airoha-pcs failed with error -22
