Use CMAKE_CXX_FLAGS_{DEBUG,RELEASE} variable for C++

The CMAKE_CXX_FLAGS_{DEBUG,RELEASE} variable should be used with C++
rather than CMAKE_C_FLAGS_{DEBUG,RELEASE}.
