Enable Hyperscale rpm COW plugin

The CentOS Hyperscale SIG provides rpm/dnf plugins to enable rpm
COW which drastically speeds up image builds so let's ship the
necessary logic to make use of it when building images with the
Hyperscale experimental repositories.
