[Ada] Simplify expansion of array equality

gcc/ada/

	* exp_ch4.adb (Test_Empty_Arrays): Simplify with Evolve_Or_Else;
	remove unnecessary call to Relocate_Node.
	(Test_Lengths_Correspond): Likewise.
