[ng] dist: fixup: honour DIST_SUBDIRS rather than SUBDIRS in conditionals

Regression introduced in recent patches, and revealed by a failure in
test 't/subpkg2.sh'.

* lib/am/distdir.mk: Here, throughout the file.
