Evaluation of po-utils and xpot done.

EMX, cygwin, mingw32, pw people have had their chance.
Christian Gafton's msghack is obsolete by the five new programs.
To merge two .po files, msgcat can be used.
msgconv, msgsed, msggrep, msgcat, msgen are implemented.
