coverage: TAP diagnostics after "Bail out!" aren't reported

This is compatible with the behaviour of the `prove' utility.

* tests/tap-bailout-suppress-later-diagnostic.test: New test.
* tests/Makefile.am (tap_with_common_setup_tests): Update.
