gpio: spear-spics: Add COMPILE_TEST support

The SPEAr SPI chip-select GPIO driver only depends on generic platform,
OF, and MMIO interfaces, so it can be built outside SPEAr platform
configurations.

Enable compile-test coverage to catch build regressions on other
architectures.
