net: stmmac: dwmac-renesas-gbeth: Add PM suspend/resume callbacks

Add PM suspend/resume callbacks for RZ/G3E SMARC EVK.

The PM deep entry is executed by pressing the SLEEP button and exit from
entry is by pressing the power button.
