arc: Remove useless register keyword

The "register" keyword was removed in C++17, remove them to get the backend
to build again.

gcc/
	* config/arc/arc.c (arc_address_cost, arc_print_operand_address,
	arc_ccfsm_advance, symbolic_reference_mentioned_p,
	arc_raw_symbolic_reference_mentioned_p): Remove register
	keyword.
