rust: helpers: Add i8/i16 atomic try_cmpxchg_relaxed helpers

Add i8/i16 atomic try_cmpxchg_relaxed helpers that call
try_cmpxchg_relaxed() macro implementing atomic try_cmpxchg_relaxed
using architecture-specific instructions.
