maint: update gnulib to latest

* gnulib: Update to latest.
* .gitignore: Add new entries.
* bootstrap.conf: Enable wchar-single, which will enable more
efficient replacements of wcwidth and mbrtowc, as we indicate
that the charset will no change between invocations of these functions.
