## load-balance and redundant-load-balance sections

Before v4, the load-balance sections implemented load balancing by
picking a child at random. This meant that load balancing was
probabilistically fair, but not perfectly fair.

In v4, load-balance sections track how many requests are in each
child. This lets them do load balancing across multiple requests,
which is more fair.

i.e. the load-balance sections now behave like the old home server
pools of type "load-balance". Which in turn lets us remove the
special-case code for home servers, and then just use unlang
`load-balance` sections.

The user visible changes should be minimal.
