(rewrite_cross_bb_phi_deps): Split out of rewrite_cross_bb_scalar_deps.
(rewrite_cross_bb_scalar_deps_out_of_ssa): Run rewrite_cross_bb_phi_deps
before rewrite_cross_bb_scalar_deps.
