rust: helpers: Add i8/i16 atomic try_cmpxchg_release helpers

Add i8/i16 atomic try_cmpxchg_release helpers that call
try_cmpxchg_release() macro implementing atomic try_cmpxchg_release
using architecture-specific instructions.
