The bridge program does:
fdb_modify:

if (!(req.ndm.ndm_flags&(NTF_SELF|NTF_MASTER)))
req.ndm.ndm_flags |= NTF_SELF;
which is clearly against the documented behavior. The only thing we can
do, sadly, is update the documentation.
