docs: Other minor fixes

* Make sentence actually part of the 'versionchanged' directive on the
  settings page. Fixes sphinx-build warning.
* LDAP backend formatting changes so that ldap:// URIs don't get
  linkified.
* Fix sphinx-build warning about under and over underlined sections.
