python3-wcwidth: Upgrade 0.2.14 -> 0.3.1

Upgrade to release 0.3.1:

Add benchmarking using codspeed.io
improve width() performance

- Small improvements to update-tables.py and wcwidth-browser.py
- New: iter_graphemes()
- New: width() terminal-aware string measurement
