   - Fix hard lockup on weakly ordered systems

   - Simplify the dropping of CIDs in the exit path by removing an
     unintended transition phase

   - Fix performance/scalability regression on a thread-pool benchmark
     by optimizing transitional CIDs when scheduling out"
