maint: bump makeinfo --version requirement to 6.1

* bootstrap.conf: s/4.13/6.1/ as versions previous to that
generated invalid html with interspersed <span> tags that
were visible to the user.  Version 6.1 is available for a
year now, and is available in most distros.
