drm/radeon: make rv770_set_sw_state failures non-fatal

commit 4e7697ed79d0c0d5f869c87a6b3ce3d5cd1a07d6 upstream.

On some cards it takes a relatively long time for the change
to take place.  Make a timeout non-fatal.
