install.texi: gcn - update llvm reqirements, gcn/nvptx - newlib use version

gcc/
	* doc/install.texi (Specific): Add missing items to bullet list.
	(amdgcn): Update LLVM requirements, use version not date for newlib.
	(nvptx): Use version not git hash for newlib.
